Users need the ability to create incidents and possibly assign them to people. For example someone has a need to fix a lightbulb, then they can open a ticket and assign it to a maintenance shift. The application should also report on incidents that are open, how long they have been opened, and the time it took to complete them. when people enter time, they should be able to put incidents as part of their time allowance.
